The Riksvare is the legislative body of the Republic of Novernia and serves as the country’s parliamentary institution.
The Riksvare was established to introduce a democratic system of government into Novernia. Before its creation, Novernia had no parliament and political authority was concentrated under the President. The creation of the Riksvare followed opposition to one-person rule and established a system in which citizens could be represented in the legislative process.
The Riksvare debates, proposes, and votes on legislation and other matters concerning the Republic. Its role is to ensure that major decisions are subject to parliamentary discussion and voting rather than being made solely by the President.
The Riksvare consists of 11 members. Members participate in parliamentary debates and votes and are expected to represent the interests of Novernian citizens.
The membership may change as new members are accepted and existing members leave or become inactive.
The Riksvare makes decisions through votes of its members. Votes may record:
For
Against
Abstain
Absent
This system allows parliamentary decisions to be recorded transparently while accounting for members who are unable to participate.
The Riksvare provides an important limitation on presidential authority. Although the President remains an important part of the Novernian government, the existence of a functioning parliament ensures that legislation and major governmental decisions can be debated and decided collectively.
The Riksvare therefore represents Novernia’s commitment to democratic participation, parliamentary debate, and shared decision-making.
The Riksvare was founded as part of Novernia’s transition toward a more democratic system of government. Since its establishment, it has been used to debate and pass legislation and has become an established part of the Novernian state structure.
The Riksvare continues to develop as Novernia’s parliamentary institution and remains responsible for representing citizens in the legislative process.
